Public Procurement, Bidding & Contracting

Public procurement accounts for nearly 20–25% of India’s GDP, making the government the largest buyer of goods, services, and works in the country. Strategic sectors like defense and space drive a significant share of this spending—with the defense budget exceeding ₹6.2 lakh crore in 2024–25, including over ₹1 lakh crore for domestic procurement, and the space sector budget at ₹13,400 crore, opening up new avenues through agencies like ISRO, NSIL, and IN-SPACe. With increasing digitization, transparency, and an emphasis on local sourcing and private sector participation, understanding public procurement is not just critical for government officers but also essential for private companies, startups, and MSMEs looking to tap into government contracts. This program offers a practical and policy-focused understanding of procurement rules, bidding processes, digital platforms, and contract management, enabling participants to confidently navigate India's evolving public procurement landscape.

By the end of the program, participants will be able to:

  • To understand the public procurement ecosystem in India, including legal, financial, and procedural frameworks.
  • To familiarize participants with bidding procedures, including eligibility, technical and financial bid structures.
  • To develop skills in contract formulation, risk allocation, and dispute resolution.
  • To equip participants with knowledge of digital procurement platforms like GeM, CPPP, and eProcurement portals.
  • To sensitize the private sector about how to engage effectively with government procurement systems.
